Baluch tribal elder and prominent activists of Baluch Haq Tawar killed

Quetta : A veteran Baluch tribal elder and prominent activists of Baluch Haq Tawar was killed in Quetta, here on Saturday.

According to details unidentified armed men barged into a shop of Malik Noor Ahmed Qambarani in Satellite Town area of Quetta and seriously wounded him after attacking him with knives. He was moved to Civil Hospital where he succumbed to his injuries.

It is pertinent to mention that prior to killing of Noor Ahmar Qambarani several other ideological friends of Baluch pro-freedom leader Sardar Khair Bakhsh Marri were also murdered. Previously the state backed Punjabi death squad has target killed Master Nazeer Marri and Haji Jan Mohammad Marri was abducted and killed under-custody.

The attackers managed to escape from the scene after committing the crime.

Noor Ahmed Qambarani was one of the close companions of Baluch National leader Sardar Khair Bakhsh Marri in National Awami Party period. Apart from being a Tribal elder he was also one of the top leaders of Baluch Haq Tawar study circle.

A cousin of Malik Noor Ahmad has died after hearing the sad news of Mr Qambarani’s death. Allah Dad Qambarani said to have suffered from a heart-attack, after he heard that his cousin was killed, and he died instantly.

Baluch political parties have termed the murder of Noor Ahmad Qambarani the continuation of the target killing of freedom loving Baluch leaders and activists. Sher Mohammad Bugti, the central spokesperson, of BRP has said that such brutal murders cannot deter the Baluchistan freedom struggle. He further said that previously also several Baluch activists have been extra judicially killed for merely being ideological friends of patriotic leaders like Shaheed Nawab Akbar Bugti and Nawab Khair Bakhsh Marri. He urged the international community to immediately intervene in Baluchistan to save innocent lives.

Families of abducted Baluch appeal for safe release of loves ones

Quetta :The relatives of four Marri Baluch have made an urgent appeal for the immediate and save release of their loved ones. According to details family members of Farid S/O Fateh Khan Marri, Dhani Bakhsh S/O Mirz Ali Marri, Shah Ali S/O Mohammad Ali Marri and Gul Bahar S/O Mohammad Ali Marri issued a joint press release which read that their loved one were abducted by Sindh Rangers and the personnel of intelligence agencies of Pakistan. The statement further read that the aforementioned men along with their women and children were going to Baluchistan from Nawab Shah region of Sindh in their private car, on Monday 25/06/2012. When their arrived near Sukkur by pass the Sindh Rangers and Pakistani intelligence agencies personnel stopped them abducted the four men before the eye of their families leaving the women and children stranded in middle for nowhere. aforementioned men along with their women and children were going to Baluchistan from Nawab Shah region of Sindh in their private car, on Monday 25/06/2012. The family statement read that the abducted men are innocent farmers who went to live in Sindh to work and help their families; they have no affiliation with any political party or any other groups. Because of the abduction of adult male members of the families their women and children are faced with many difficulties and feel harassed. They have strongly appeal the Supreme Court of Pakistan, Sindh High Court, Baluchistan High Court and Human Rights Organisations around the world to take notice of the abduction of their loved ones and play due role for their safe and early release. The families expressing their fear said that if the Supreme Court failed to take action on time, their loved one might be killed under-custody like hundreds of other Baluch activists by Pakistani security agencies. Meanwhile, Baluch twitter activists have reported that a man named Amjad S/o Mohd Umar, a resident of Dasht are of Baluchistan was abducted by Pakistani security agencies on Wednesday 27/06/2012, while he was on his way to Gawader from Dasht.

Norway :Baloch activists in Norway, Sweden and London have held simultaneous protests demonstrations and protest camps on 26 June the international day in support of torture victims.

In Norway a protest demonstration was held in front of Parliament house in Oslo. Waheed Baluch of BSO-Azad while addressing the gathering urged the international community and world human rights organisations to take notice of the on-going serious human rights violations in Baluchistan by Iran and Pakistan. He said that abduction of innocent Baluch activists and extra-judicial killing of Baluch activists by Pakistani security agencies have become daily routine.The protester distributed leaflets and other literature about Baluchistan situation and violation of human rights of Baluch people.

Sweden: BSO-Azad and International Voice for Bauch Missing Persons held a joint protest in Gothenburg, the second largest city of Sweden. Members of Azerbaijan community and others also joined the Baluch protest in show their support for the victims of torture in Baluchistan.

Aherdad Baluch of BSO-Azad briefed the visitors regarding Baluchistan situation. He said Pakistani state terrorism was not only confined to Baluchistan but people Baluch people from Karachi and other areas of Sindh have also been target killed by state’s civilian death squads.

London: The International Voice for Baloch Missing Persons and BSO-Azad (UK) joined the London Guantánamo Campaign (LGC) at a multilingual "No to Torture" vigil in Trafalgar Square to mark International Day in Support of Victims of Torture and the twenty fifth anniversary of the United Nations Convention Against Torture becoming law on 26 June 1987.

Another protest camp was held near Edmonton Station in North London by Baluch activists to spread public awareness regarding Baluchistan issue. Zahid Baluch briefed the visitors of camp and distributed IVBMP leaflets about on human rights violation in Baluchistan. He said even though 26 June was an international day designated for support of torture victims but Baluch people were being torture and killed regularly by Pakistani and Iranian security forces.

He said the world must take notice of Iran and Pakistan’s brutalities against Baluch people and paly their role to bring end to these violations of human rights

کراچی؛ بلوچ ہیومن رائٹس آرگنائزیشن کی جانب سے ماسٹر نذیر احمد مری ،ڈاکٹر رحیم بخش بلوچ اور بلوچستان میں سنگین انسانی حقوق کی پامالیوں کیخلاف کراچی پریس کلب کے سامنے احتجاجی مظاہرہ کیا گیا ۔جس میں خواتین،نوجوان،بزرگ سمیت بچوں نے بڑی تعداد میں شرکت کی تھی ۔مظاہرین نے ہاتھوں میں بینرز اور پلے کارڈ اٹھائے رکھے تھے جن پر بلوچستان میں انسانی حقوق کی پامالیوں اور بلوچ نسل کشی کیخلاف نعرے درج تھے ۔

 ماسٹر نذیر احمد مری اور ڈاکٹر رحیم بخش کی شہادت بلوچ نسل کشی کے پالیسیوں کا تسلسل ہے ۔ماسٹر نذیر احمد مری مایہ ناز استاد تھے جو گذشتہ 32سالوں سے تعلیم کے شعبے سے منسلک تھے شہید ماسٹر نذیر احمد مری کے قتل کا تعلق برا ہراست ریاستی اداروں سے ملتا ہے ا س سے قبل بھی ماسٹر نذیر کو تین مرتبہ ریاستی اداروں نے جبری طور اغواہ کیا شدید زہنی و جسمانی تشدد کے بعد نیم مردہ حالت میں چھوڑاتھا ،ماسٹر نذیر احمد مری قوم کو تعلیم سے روشناس کررہا رہے تھے یہ عمل ریاستی اداروں کیلئے ناقابل برداشت تھا اس لیے ماسٹر نذیر احمد مری کو 19جون 2012 کو ارباب کرم خان روڈ کوئٹہ میں ریاستی اداروں کے اہلکاروں نے فائرنگ کرکے شہید کردیا ماسٹر نذیر احمد مری گورنمنٹ ہائی اسکول میں بطور وائس پرنسپل فرائض سر انجام دے رہے تھے۔

ماسٹر نذیر احمد مری مایہ ناز استاد تھے جو گذشتہ 32سالوں سے تعلیم کے شعبے سے منسلک تھے شہید ماسٹر نذیر احمد مری کے قتل کا تعلق برا ہراست ریاستی اداروں سے ملتا ہے ا س سے قبل بھی ماسٹر نذیر کو تین مرتبہ ریاستی اداروں نے جبری طور اغواہ کیا شدید زہنی و جسمانی تشدد کے بعد نیم مردہ حالت میں چھوڑاتھا

جبکہ ڈاکٹر رحیم بخش بلوچ کو گذشتہ روز 20 جون 2012 کو کراچی کے علاقے ملیر میں ریاستی ڈیتھ اسکوڈ کے اہلکاروں نے فائرنگ کرکے شہید کردیا جو سیاسی و سماجی رہنما تھے بلوچستان کے سیلاب زدہ علاقوں میں میڈیکل کیمپ لگانے میں ڈاکٹر رحیم بخش بلوچ کے کردار قابل تعریف ہے ڈاکٹر رحیم بخش بلوچ کراچی کے بلوچ علاقوں میں سیاسی و سماجی سرگرمیوں میں خدمات سر انجام دے رہا تھا۔بلوچستان کی طرح کراچی میں بھی ریاستی خفیہ اداروں نے اپنے ڈیتھ اسکوڈ قائم کیے ہیں سوچے سمجھے منصوبے کے تحت بلوچ علاقوں میں منشیات فروش گروہ کو منظم کیا جارہا ہے ان گروہ کے ذریعے ریاستی ادارے کسی بھی بلوچ کو نشانہ بنا سکتے ہیں ۔اس سے قبل بھی بلوچستان میں اعلی تعلیم یافتہ شخصیت کو نشانہ بنایا گیا جس میں مایہ ناز بلوچ پروفیسر، دانشور، ادیب استاد صبا دشتیاری ،ڈاکٹر مزار بلوچ ، ڈاکٹر باقر بلوچ سمیت سینکڑوں کی تعداد میں ڈاکٹر،اساتذہ،طلبہ،وکلاء، کو شہید کردیا گیا تھا اور آج بھی متعد ریاستی اذیت خانوں میں انسانیت سوز اذیت کا سامنا کررہے ہیں ۔

 بلوچستان میں انسانی حقوق کی سنگین پامالیاں شدت کے ساتھ جارہی ہے جبری گمشدگیاں ، مسخ شدہ لاشوں کی برآمدگی،عام آبادیوں پر آپریشن و بمباری اپنے تسلسل کے ساتھ جارہی ہے جس سے کوئی بھی بلوچ محفوظ نہیں ہے ،گذشتہ روز ماسٹر نذیر احمد مری اور ڈاکٹر ر حیم بخش بلوچ کو ٹارگیٹ کرکے شہید کردیا جبکہ تربت میں ایک بزرگ بلوچ محمد بخش کو جبری طور پر اغوہ ا کر کے نامعلوم مقام پر منتقل کردیا ہے جبکہ مختلف بلوچ علاقوں میں سیکورٹی فورسز کی آپریشن و بمباری جاری ہے ۔

آپریشن و بمباری سے متاثرہ علاقے کوہلو،چمالنگ،ڈیرہ بگٹی اور سوئی کے عوام نے بڑی تعداد میں نقل مکانی کر کے بلوچستان ،سندھ،و پنجاب کے مختلف علاقوں میں کمپسری کی زندگی گزار رہے ہیں جبکہ خفیہ ادارے نقل مکانی کرنے والوں کو دوسرے علاقوں میں بھی سکون کی زندگی گزارنے نہیں دیتی ہے ان کو زہنی و جسمانی تشدد کرتی ہے ۔ریاستی خفیہ اداروں و سیکورٹی فورسز نے بلوچستان میں انسانی زندگی کو بری طرح متاثر کیا ہے ڈاکٹر ،اساتذہ،وکلاء،ادیب ،دانشور، مزدور سمیت تمام شعبہ فکر سے تعلق رکھنے والے محفوظ نہیں ہے بلوچستان میں ریاستی اداروں نے طاقت کی حکمرانی قائم کی ہے ۔عدلیہ متعد بار اس بات کا اعتراف کرچکی ہے کہ بلوچستان میں انسانی حقوق کے سنگین پامالیوں میں خفیہ ادارے اور سیکورٹی فورسز ملوث ہے جس کے متعد ثبوت عدلیہ کے پاس موجود ہے ۔لیکن سیکورٹی فورسز اور خفیہ ادارے کسی بھی قسم کے آئین و قانون کا پابند نہیں ہے انسانی حقوق کی سنگین پامالیوں کی تمام حدوں کو پار کرچکے ہیں انسانی حقوق کے پامالیوں پر آواز اٹھانے والے صحافی، دانشور، ادیب،وکلاء بھی ظلم و جبر کے شکار ہوجاتے ہیں انسانی حقوق کے عالمی قانون کو پاوں تلے روند ڈالا ہے ۔

ہم اقوام متحدہ ،ایمنسٹی انٹر نیشنل،ہیومن رائٹس واچ،ایشین ہیومن رائٹس سمیت تما م مہذب ممالک سے اپیل کرتے ہیں کہ بلوچستان میں سنگین انسانی حقوق کی پامالیوں اور بلوچ نسل کشی کیخلاف عملی اقدامات کرے تا کہ خطے کو انسانی بحران سے بچایا جاسکے اور آپریشن سے متاثرہ علاقوں کا دورہ کر کے تمام تر حقائق کو اپنی آنکھوں سے دیکھے ان کے زندگی کی بحالی کیلئے اپنی امدادی ٹیمیں بھیج کر انسانیت کے حوالے سے اپنی ذمہ داری پوری کرے۔عالمی میڈیا کو دعوت دیتے ہیں کہ وہ بلوچستان کا دورہ کرکے تما م تر صورتحال کو پوری دنیا کے سامنے واضح کرکے اپنی صحافتی ذمہ داری پوری کرے ۔پاکستان کو امداد دینے والے ممالک اپنی امداد انسانی حقوق سے مشروط کرے کیونکہ پاکستان کو ملنے والی امداد بلوچ نسل کشی اور انسانی حقوق کی سنگین پامالیوں میں استعمال ہوتا ہے ۔اقوام متحدہ پاکستان کو عالمی انسانی حقوق کے قانون کا پابند میں عملی کردار ادا کرے ۔ تاکہ بلوچستان میں جاری درندگی اور انسانی بحران کی صورتحال کا تدارک ممکن ہو سکے۔

Forces With “Sarkari Lashkar” raided many houses of Baloch Internally Displaced Persons (IDPs)

Occupied Balochistan :Pakistani forces collaborated with ISI-sponsored so-called “Peace force” also known as “Sarkari Lashkar” raided many houses of Bugti Baloch Internally Displaced Persons (IDPs) in Rahim Yar Khan, Punjab and violated the sanctity of households and harassed & tortured all the family members including men, women, aged-persons and children. Forces killed two men namely Ali Bux Bugti s/o Mir Khan Bugti and Nabi Dost Bugti s/o Hair din Bugti at the spot by opening intense firing on them and abducted at least twelve Bugti IDPs including women and took them toward an undisclosed location similar to thousands of other Baloch missing Persons who are detained & inhumanely tortured in notorious torture cells of intelligence agencies of Pakistan and their bullet-riddled & mutilated dead bodies turn up in desolated places of Balochistan every next day.

It must be noted that hundreds of thousands Bugti & Balochs from other tribes were internally displaced after martyrdom of Shaheed Nawab Akbar Khan Bugti in August 26, 2006 by Pakistani armed forces. They live a miserable life in open skies in different parts of Balochistan, Sindh, Punjab and thousands were even migrated to Afghanistan to save their lives from brutalities of Pakistani armed forces.

The names of the abducted women are Nazi bibi wife of Yar Khan Bugti, Dur Khatun w/o Nihal Khan Bugti, Shah bibi w/o Alihan Bugti, Bibi w/o Mir Hussain Bugti, Saida w/o Noor Hussain Bugti, Zar Khatun w/o Qadiro Bugti, Zarni w/o Gahra Bugti and the abducted men were identified as Naseebullah Bugti s/o Mirza Khan Bugti, Arzoo Bugti s/o Qadiro Bugti, Nadir Bugti s/o Naseebullah Bugti, Liyaqat Bugti s/o Ali Nawaz Bugti and Gohaal Bugti s/o Lahnra Bugti.

They receive no aid or help from any local or foreign human rights or refugee organization but instead continue to be attacked by the forces of Pakistan. Separate from abductions and ISI-sponsored suicide attacks on Bugti Baloch refugees in Afghanistan, the Baloch IDPs in Balochistan and Pakistan continue to suffer from attacks of Pakistani forces apart from sufferings of different skin & other fatal diseases. Several foreign NGOs tried to start relief efforts for Baloch IDPs but those were barred from doing so by Pakistani forces. Hundreds of Baloch IDPs died since 2004 because of lack of food & medical care.

Pakistani claims of peace & reconciliations efforts in Balochistan are mere propagandas to hide the crimes against humanity committed by armed forces in Balochistan. Every time they organize any conference or set up committee, it brings more intensity in Baloch genocide and human rights violations in Balochistan.

We strongly appeal to the international refugee organizations, human rights organizations, court of justice, civilized nations including United Nations and European Union to stop paying heed to the deceptive claims of the Pakistan & it’s all the institutions & immediately intervene & play their most needed role to end the sufferings of the Baloch people.

Testimony of Shaeed Ustad Nazeer Baloch

Occupied Balochistan :Ustad Nazeer Ahmad Baloch was a Subject Specialist Teacher (S.S.T) and Vice Principal at Killi Shaykhan High School Quetta. He was arrested by Pakistani security forces and intelligence agencies and subjected to brutal torture several times. On Tuesday June 19, 2012 Pakistani death squad gunmen riding on motorcycle gunned him down on Arbab Karam Khan Road Quetta as part of their targeted genocide of Baloch intelligentsia. بلوچستان اس وقت نوگو ایریا بن چکا ہے جہا کسی کو بھی ریاستی بربریت سے متاثرہ علاقوں تک رسائی نہیں ہے۔ بلوچستان میں انسانی حقوق کی پامالیاں ، جبری اغوا ہ اور آپریشن میں شدت لائی جاری ہے جس میں گزشتہ دنوں متعدد بلوچوں کو اغواہ کیا گیا جن میں وائس پار بلوچ مسنگ پرسنز کے ضلعی کوآرڈینٹر الطاف رند کو 7 جون 2012 کو زیارت سے کوئٹہ آتے ہوئے دو ساتھیوں سمیت اغواہ کیا گیا جو کہ سمیر رند کے بھائی ہیں جن کی مسخ شدہ لاش گذشتہ سال برآمدہوئی تھی اور دو روز قبل پیرداد بلوچ کو مشکے سے ایف سی اہلکاروں نے اغواہ کیا ہے۔ جبکہ کوہستان مری میں گن شپ ہیلی کاپٹروں اور جیٹ تیاروں سے بمباری کی جارہی ہے۔ جو کہ گزشتہ دنوں آئی جی ایف سی کے پریس کانفرنس کے بعد تیز کردیا گیا ہے جس میں بلوچستان کے مختلف علاقوں پر بمباری کی بات کی تھی۔ ریاستی ادارے ایک طرف لوگوں سے ہمدردی کا ڈرامہ کرتے ہیں جبکہ دوسری جانب انسانی حقوق کی پامالیاں اور قتل وگارتگری میں روز بروز اضافہ ہوتا جارہا ہے۔

 گذشتہ روز نام نہاد لاپتہ افراد کمیشن کے سربراہ جسٹس (ر) جاوید اقبال کی پریس کانفرنس خفیہ اداروں کی ترجمانی کا ثبوت ہے ۔ پریس کانفرنس میں جوٹے دعوے کےئے گئے جن کا مقصد لاپتہ افراد لواحقین کو دھمکی دینا اور بلوچستان میں بڑے پہمانے پر فوجی کاروائی کرنے کیلئے راہ ہموار کرنا ہے۔ جسٹس اقبال نے لاپتہ افراد کے اعداد و شمار کو کم کرتے ہوئے انہیں صرف 42 ظاہر کیا ہے واضع رہے کہ دو سال قبل بھی ریاستی ادارے اسی طرح کہتے تھے لیکن دو سالوں میں چار سو سے زائد مسخ شدہ لاشیں برامد ہوچکی ہے جن میں تمام واقعات ایک ہی نوعیت کے تھے اور تمام میں ایف سی اورخفیہ اداروں کے ملوث ہونے کے واضع ثبوت ہیں جو کہ اب عدالت کے سامنے بھی آچکے ہیں۔ یہ تمام لاشیں بیرونی ممالک سے برآمد نہیں ہوئی ہیں۔ ایک طرف کہا جاتا ہے کہ بلوچوں کو بیرونی ایجنسیاں نے اغواہ کیا ہے لیکن جب چیف جسٹس لاپتہ افراد کے بازیابی کے حکم نامہ جاری کرتا ہے اگلے دن خفیہ ادارے اور سیکورٹی فورسز ان افراد کو سپریم کورٹ میں پیش کرتے ہیں یا ان کی مسخ شدہ لاش پھینک دیتے ہیں۔سپریم کورٹ میں چیف جسٹس نے خود اس بات کااقرار کیا ہے کہ لوگوں کو لاپتہ کرنے میں خفیہ ادارے اور سیکورٹی فورسز ملوث ہے اور سپریم کورٹ کے پاس ویڈیو فوٹیج بطور ثبوت موجود ہے جبکہ پولیس اہلکار اور وزراء بھی اس بات کی گوائی دے چکے ہیں کہ خفیہ ادارے اور سیکورٹی فورسز لوگوں کو جبری اغواہ کرکے ان کی مسخ شدہ لاشیں پھینکنے کے زمہ دار ہیں ۔ تما م حقائق کی موجودگی کے باوجود کمیشن دنیا کو بیوقوبنانے کی ناکام کوششوں میں مصروف ہے جبکہ لاپتہ افراد کے مکمل کوائف ان کے لواحقین اور وائس فار بلوچ مسنگ پرسنز کے پاس موجود ہے جو کہ تصدیق کیلئے عالمی اداروں اور عدالت میں موجود ہے اگر کسی کو اس پر اعتراض ہے تو بلوچستان میں جا کر تحقیق کرے ۔ اقوام متعدہ اور دیگر عالمی اداروں کو بلوچستان میں آنے دیا جائے تھا کہ وہ لاپتہ افراد کی فہرست اور مسخ شدہ لاشوں کی تحقیقات کرائیں ۔

''خفیہ اداروں نے کمیشن کو باقا عدہ ٹاسک دیا ہے کہ وہ لاپتہ افراد کے معاملے پر میڈیا اور انسانی حقوق کے تنظیموں اور مہذب ممالک کی توجہ غیر ملکی ایجنسیوں کی جانب مبذول کرے کیونکہ انسانی حقوق کے تنظیموں اور مہذب ممالک کی بار بار لاپتہ افراد کے حوالے سے رپورٹ شائع کرنا اور تشویش کا اظہار کرنے سے بلوچستان میں لاپتہ افراد سمیت انسانی حقوق کا مسئلہ عالمی مسئلہ کی حیثیت اختیار کر چکاہے''

گزشتہ دنوں چیف جسٹس کے کوئٹہ آمد کے موقع پر ساٹھ افراد کے لواحقین اس امید پر پیش ہوئے تھے کہ شاید ان کے پیارے بازیاب ہو سکیں لیکن چیف جسٹس کے کہنے کے باوجود مسخ شدہ لاشیں ملنے سے عدالتی کمیشن کی حقیقت سب پر عیا ہوچکی ہے ۔درحقیقت کمیشن لاپتہ افراد کے مسئلے پر بیرونی ایجنسیوں اور چند افراد کا نام لیکر پوری دنیا کی توجہ کو اس جانب سے اٹھانے کی ناکام کوشش میں مصروف ہے کیونکہ لاپتہ افراد مسلۂ ایک عالمی ایشو بن چکی ہے پوری دنیا ریاستی خفیہ اداروں اور ایجنسیوں کے کردار سے آگاہ ہے ایمنسٹی انٹرنیشنل ،ہیومن رائٹس واچ،اقوامتحدہ اور مہذب ممالک بھی تشویش کا اظہار کرچکے ہے۔ گذشتہ روز امریکہ نے اپنی سالانہ رپوٹ میں کہا ہے کہ بلوچستان میں 14000 سے زائد لوگ لاپتہ ہے اور چار سو زائد کی مسخ شدہ لاشیں برامد ہوچکی ہے ان واقعات میں براہراست ریاستی ادارے ملوث ہے۔ لاپتہ افراد کے لواحقین کی جانب سے بھوک ہڑتال کیمپ جو گذشتہ دو سالوں سے جاری ہے گذشتہ سال کیمپ کو ختم کرنے کیلئے جسٹس جاوید اقبال نے کہا کہ آپ کیمپ کو ختم کرے آپ کے پیارے گھر پہنچ جائے گے لیکن کیمپ کو اسلام آباد سے کوئٹہ منتقل کرنے کے فوراََ بعد مسخ شدہ لاشوں کی لا سلسلہ مزید تیزی لائی گئی۔ ایک مرتبہ پر وائس پار بلوچ مسنگ پرسنز کے بھوک ہڑتاکی کیمپ کو ختم کرنے کی کوشش کی جارہی ہے۔ مسلسل خفیہ اداروں کی جانب سے لاپتہ افراد کے لواحقین کو بھوک ہڑتال ختم کرنے کی دھمکی دی جارہی ہیں اور انہیں ہراساں کرنے کیلئے ہر ہربہ آزمایا جارہا ہے۔ جلیل ریکی کے شہادت سے قبل خفیہ اداروں کی جانب سے وائس پار بلوچ مسنگ پرسن کے وائس چیرمین ماما قدیر کو اپنے بیٹے کی رہائی بدلے بیس لاکھ روپے دینے یا بھوک ہڑتالی کیمپ کو ختم کرنے کی پیشکش کرتے ہوئے جلیل ریکی کی مسخ شدہ لاش پھینکنے کی دھمکی دی گئی تھی اور ماما قدیر کے انکار کرنے کے بعد جلیل ریکی کی مسخ شدہ لاش برآمد ہوئی تھی اس طرح کے واقعات میر غفار لانگو،سنگت ثنا ،سمیررند،علی اضغربنگلزئی کے لواحقین کے ساتھ بھی پیش آئے ۔ اب جسٹس اقبال لاپتہ افراد کے لواحقین سے کہ رہیں ہیں کہ بھوک ہڑتال سے کچھ نہیں ہوگا جو کہ اسی گناوٗنے عمل کا حصہ جس میں ایک طرف تو انسانی حقوق کی شدید پامالی کی جارہی ہے جبکہ دوسری طرف احتجاج کرنے والوں کو خاموش کرنے کیلئے مختلف ہربے آزمایہ جارہے ہیں۔

 لاپتہ افرادکے معاملے پر کمیشن وقتاََ بوقتاََ اپنا موقف تبدیل کرتا رہتا ہے اس سے قبل کمیشن کا موقف لاپتہ افراد کے حوالے سے مختلف تھا لیکن گذشتہ ماہ آئی جی ایف سی کی دھمکی آمیز پریس کانفرنس جس میں انہوں کہا کہ بلوچستان کے مختلف علاقوں میں فضائی حملے کرنے ضرورت ہے اور بیس بیرونی ممالک کی ایجنسیاں سرگرم ہے اس کے بعد کمیشن نے اپنا موقف تبدیل کر کے آئی جی ایف سی کے موقف کو اپنالیا ہے خفیہ اداروں نے کمیشن کو باقا عدہ ٹاسک دیا ہے کہ وہ لاپتہ افراد کے معاملے پر میڈیا اور انسانی حقوق کے تنظیموں اور مہذب ممالک کی توجہ غیر ملکی ایجنسیوں کی جانب مبذول کرے کیونکہ انسانی حقوق کے تنظیموں اور مہذب ممالک کی بار بار لاپتہ افراد کے حوالے سے رپورٹ شائع کرنا اور تشویش کا اظہار کرنے سے بلوچستان میں لاپتہ افراد سمیت انسانی حقوق کا مسئلہ عالمی مسئلہ کی حیثیت اختیار کر چکاہے جن میں ریاستی اداروں کی ملوث ہونے کے ثبوت دنیا کے سامنے آچکے ہیں جنہیں کسی بھی طرع چھپایا نہیں جاسکتا ہے۔ 

کمیشن کے پریس کانفرنس سے واضح طور پر نظر آتا ہے کہ بیرونی ایجنسیوں کو ملوث قررا دے کر آنے والے دنوں میں بلوچستان میں جبری گمشدگی اور مسخ شدہ لاشوں کی برآمدگی میں مزید شدت لائی جائیگی جس کی مثال گزشہ روز کوہستان مری میں بمباری واضع ہے۔ عالمی انسانی حقوق کے ادارے مہذب ممالک اور اقوام متحدہ اس سنگین مسلئے کی جانب اپنی توجہ مبذول کرکے اپنا اختیار استعمال کریں ۔ریڈ کراس سمیت دیگر عالمی اداروے کو بلوچستان میں آئیں جہاں اس وقت نوگو ایریا جیسی صورتحال پیدا کی گئی ہے جہاں کسی کو بھی ریاستی بربریت سے متاثرہ علاقوں تک رسائی نہیں ہے یہ ایک انتہائی تشوش ناک امر ہے جس سے بلوچستان کی مجموعی صورتحال کا اندازہ لگایا جاسکتا ہے۔ عالمی ادارے بلوچستان میں فوری مداخلت کرتے ہوئے واضع صورتحال دنیا کے سامنے لائیں ، پاکستان جو کہ انسانی حقوق کے حوالے سے متعدد معائددوں کی پابند ہے ان پر عمل درامد کرایا جائے اور ریاستی اداروں کو انسانی حقوق اور جنگی قوانیں کا پابند بنایا جائے۔حالیہ عدالتی کمیشن اور متناضہ پریس کانفرنس سے بلوچستان میں وصیح پہمانے پر فوجی کاروائی کا خدشہ ہے عالمی ادارے ان تمام واقعات کا نوٹس لیتے ہوئے اپنا موثر کردار ادا کریں۔ تا کہ بلوچستان میں پہلے سے جاری انسانی حقوق کی بدتریں پامالیوں کو مزید شدید ہونے سے روکا جاسکے۔

We do not trust in commissions

QUETTA: Relatives of the missing persons have decided to boycott a hearing of the joint investigation team (JIT), which is scheduled for June 4.

Addressing a press conference at a hunger strike camp outside the Quetta Press Club, Voice for Baloch Missing Persons (VFBMP) Vice Chairman Mama Qadir Baloch said, “We do not trust in investigation teams and commissions anymore.” He said that Justice Javed Iqbal had promised him on March 17, 2011, saying, “You stop the hunger strike camp in Islamabad and your missing persons will reach homes before you get home. But we started recovering bullet-riddled bodies of missing persons instead.”

Answering a question, Baloch said there was no improvement in law and order despite Chief Justice Ifthikar Muhammad Chaudhry taking up the matter in Quetta twice.

He alleged that many commissions and committees were made during the last four years, but their result was still zero.

Baloch said that he was continuously receiving threats to end the hunger strike camp. “The relatives of missing persons are also being threatened by secret agencies not to appear in Supreme Court hearing,” he alleged.
